Local residents form a partnership with law enforcement officers. Criminals are concerned about citizens being good witnesses in addition to the police.

Meetings with law enforcement teach residents what to look for and what to report. They learn what to do in their neighborhoods and homes to protect themselves from crime. Involved members act as the "eyes and ears" of law enforcement.
